The idea of the badge was proposed by Colonel A.P. Masterov, who then led the development of metal fittings in the Technical Committee of the USSR Ministry of Defense. The sketch of the sign was drawn by the artist of the Technical Committee A.M. Ilyin.
Signs were made at the Leningrad Mint and other enterprises. Initially, the badges were made of tombac and had a screw fastening. Subsequently, they began to be produced on a pin, and then from aluminum.
